Slight drop in global ranking, but continued reliability of the Greek flag

Greece has maintained its position on the White List of the Paris Memorandum of Understanding (Paris MoU) for the period July 2025 – June 2026, ranking 15th among low-risk flags.

According to official data, a total of 599 inspections were carried out on Greek-flagged vessels over the past three years, resulting in 12 recorded detentions. This performance provides significant operational advantages, such as:

  • Fewer inspections at European and North Atlantic ports

  • Faster processing by port authorities

  • More favorable insurance and chartering terms

Despite this positive outlook, there has been a downward trend in ranking:

  • In 2022, Greece ranked 3rd

  • In 2023, it dropped to 13th

  • In 2025, it now stands at 15th

The number of inspections remained nearly the same (617 in 2022, 618 in 2023), but the increase in detentions from 9 to 11 indicates a slight deterioration in performance.

While this shift does not indicate a crisis, it highlights the need for:

  • Ongoing monitoring and prevention of non-compliance

  • Strict adherence to international safety and environmental standards

Top 10 Flags on the White List (2025–2026):
France, Denmark, Norway, Netherlands, Singapore, Cayman Islands, Finland, Italy, Luxembourg, Japan.

Flags on the Grey List (Medium Risk):
Saudi Arabia, Croatia, India, Latvia, South Korea.

Flags on the Black List (High Risk):
Saint Kitts and Nevis, Togo, Palau, Guinea-Bissau, Belize.

Strategic Importance for Greek Shipping

Remaining on the Paris MoU White List offers a strategic advantage for countries with a strong maritime sector like Greece, as it:

  • Reduces operational costs

  • Enhances the competitiveness and credibility of the Greek flag in international shipping

For the Greek shipping industry, the challenge now is to maintain a stable presence on the White List, avoiding further decline that could lead to classification in the Grey List—a development that would negatively impact the reputation and commercial appeal of the Greek registry.
