Eurostat has long documented the challenges of the Greek healthcare system: 33.5% of total health expenditures come directly from citizens’ pockets – one of the highest rates in the EU – while 32.3% of citizens at risk of poverty avoided seeing a doctor due to cost.
The response from Adonis Georgiadis and the “Greece 2.0” initiative is clear: action and measurable results, not words. With a total budget of approximately €1.5 billion, the program supports 50 projects that are changing citizens’ everyday experience of healthcare.
As the Minister of Health states:“We don’t make promises. We deliver. Healthcare is changing today, not tomorrow.”

- Prevention & Preventive Screenings: ~24.3%
- Infrastructure & Hospitals: ~21%
- Technical Assistance & Organizational Reforms: ~19.4%
- Primary Healthcare (PHC): ~18.1%
- Digital Transformation: ~12.7%
- Mental Health: ~2.3%
- Education & Human Resources: ~1%

This allocation demonstrates the government’s priorities: prevention and infrastructure first, strengthening public health, reducing reliance on private services, and ensuring fair access for all citizens.
Projects Making a Real Impact
- Hospitals: ~€315 million invested in modernizing wards, building new wings, and upgrading facilities nationwide.
- Primary Healthcare: ~€247 million allocated for new chronic disease clinics, enhancing PHC access and reducing private-sector dependency.
- Regional Oncology Facilities: ~€43.2 million for new clinics, radiotherapy centers, and upgraded administrative buildings.
- Digital Transformation: The NEHIF (National Health Interoperability Framework) introduces electronic health records and interoperable registries for faster, safer, and fairer access to healthcare services.
- Oncology and Hematology Care: Integrated programs guiding patients from diagnosis to rehabilitation.
- Mass Prevention Programs: Screening for breast cancer, cardiovascular checks, and other preventive exams protecting millions of citizens.
