The Ministry of Education, Religious Affairs and Sports, through Deputy Minister Nikos Papaioannou, announced the approval of four new non-state universities that will begin operations in the 2025-2026 academic year. These institutions operate under the legal form of Legal Entity of University Education (N.P.P.E.), following positive opinions from the Hellenic Authority for Higher Education (HAHE) and the National Organization for the Certification of Qualifications and Vocational Guidance (EOPPEP).
For parent institutions located outside the European Union, the opinion of the Ministry of Foreign Affairs was also obtained to ensure alignment with Greek and international frameworks.
The First 4 Non-State Universities
The licenses were granted to four institutions meeting strict evaluation standards, including:
- Ensuring academic quality and implementing parent institution procedures
- Adequacy of academic, administrative, and technical staff
- Completeness of infrastructure and technological equipment
- Suitability of organizational structure and support services
The EOPPEP focused especially on technical and facility standards, ensuring safe and functional spaces for the student community.
Accreditation Process and Outlook
Following licensing, the process of program accreditation by HAHE will commence, in accordance with national law.
This initiative marks a new era in Greek higher education, where collaboration with international parent institutions and the development of high-standard facilities pave the way for quality education, innovation, and global recognition.
The first four non-state universities for 2025-2026 represent a milestone in the diversification and modernization of Greek higher education. This policy opens new opportunities for students, enhances international competitiveness, and creates a dynamic academic environment connecting Greece with leading educational institutions worldwide.
