OPEKEPE: A Symbol of Corruption

Laura Kovesi sent a clear message from Athens: public money must not fall victim to nepotism and corruption. Referring to the OPEKEPE scandal, she described the agency as “synonymous with clientelism and corruption”, emphasizing that honest farmers are deprived of the resources they are owed.

Direct Attack on Article 86

Kovesi pointed out that the Greek Constitution, specifically Article 86 on the criminal liability of ministers, prevents full investigation of corruption cases. “Parliament has the right to amend this article. There is now political will to start this process,” she said following a meeting with Justice Minister George Florides. She also stressed that justice should not be turned into a reality TV show in the media.

Battling VAT Fraud and Organized Crime

The European prosecutor highlighted VAT fraud and customs fraud that affect the EU, noting that total losses exceeded €245 billion last year, with more than half stemming from VAT fraud. These schemes involve Chinese, Turkish, Russian, and other organized crime groups“The rules of the game have changed,” Kovesi stated, referring to Operation Calypso and the need to make the European Prosecutor’s work systematic.

Firm Presence and a Warning

Kovesi clarified that the European Public Prosecutor’s Office is not a “foreign institution” and will remain in Greece despite intimidation attempts. She addressed anyone considering interfering with the office’s work: “Think twice.” During her stay in Athens, she met with ministers, government officials, and the Supreme Court Prosecutor, and visited the European Prosecutor’s offices, reinforcing that the fight against corruption is ongoing and independent.
