The official transfer of agricultural subsidy management from OPEKEPE to AADE has begun, marked by the announcement of a major tender worth €8.84 million to create a unified digital payment system.
By decision of the Minister of Digital Governance and Economy, Kyriakos Pierrakakis, proposals can be submitted from October 13 to November 20, 2025, via the Information System of the National Development Program (NDP).
What the new platform will offer
The new digital infrastructure will enable:
- Interoperability with systems such as Taxis, Land Registry, General Secretariat of Information Systems, and – in a later phase – with European databases (DG AGRI).
- Automated checks on beneficiaries’ eligibility and tax compliance.
- Electronic notifications to farmers about the status of their applications and payments.
The goal is to create a unified, automated subsidy management mechanism, which will:
- Increase transparency,
- Reduce errors,
- Minimize bureaucracy,
- Accelerate subsidy settlements.

Legal framework and implementation timeline
The legal foundation for the transfer of OPEKEPE to AADE has been established through the new National Customs Code, recently passed in Parliament. According to the law:
- Full integration of OPEKEPE into AADE is expected by the second half of 2026.
- AADE will have immediate and unrestricted access to all organizational data, including financial payments, audits, procurement, and human resources.
- Penalties and fines of up to €100,000 will apply to entities that fail to provide required information promptly or completely.
With this new system, AADE becomes the sole authority overseeing and controlling agricultural subsidies, ushering Greek agriculture into a new digital era with faster, safer, and more transparent procedures.
