In a historic diplomatic breakthrough, Norway has lifted its 65-year arms embargo on Cyprus, following the U.S. decision to do the same in 2022. The move marks a significant step toward integrating Cyprus into Western security frameworks and closer ties with NATO. President Nicos Christodoulides hailed the decision as a major milestone for bilateral defense cooperation between Cyprus and Norway.
Cyprus is steadily advancing toward closer alignment with NATO following Norway’s landmark decision to lift its arms embargo, which had been in place for 65 years. The announcement, described in Nicosia as the result of targeted diplomatic efforts, was communicated in a phone call between President Nicos Christodoulides and Norwegian Foreign Minister Espen Barth Eide. President Christodoulides called the decision “an important step in strengthening Cyprus–Norway defense cooperation.”
While access to Norwegian military equipment represents only a small part of the bigger picture, analysts argue that when the full set of initiatives is implemented, Cyprus will be firmly anchored within the NATO security architecture.

Norway’s decision comes just a month after President Christodoulides met with NATO Secretary-General Mark Rutte, addressing Cyprus’ reservations regarding Turkey’s participation in the SAFE defense program. During the meeting, Christodoulides emphasized that EU–NATO cooperation requires the removal of restrictions and equal treatment for all EU member states, implicitly raising the issue of Norway’s arms embargo.
Analysts view this development as a signal that Cyprus’ strategic defense posture is being recognized by Western allies, paving the way for deeper integration into NATO defense initiatives and enhanced bilateral defense relations with key partners like Norway.
