The Élysée Palace has announced a new platform in collaboration with the United States, designed to strengthen the “coalition of the willing” and coordinate efforts to achieve a secure and lasting peace in Ukraine, in accordance with the United Nations Charter.
The platform will consolidate discussions with Washington regarding security guarantees for Ukraine, a presidential adviser told the press. This move is part of a broader effort to ensure that the coalition operates in a coordinated and effective manner, addressing both military support and diplomatic strategies.
U.S. Secretary of State Marco Rubio participated in a meeting with coalition members for the first time on Tuesday, signaling Washington’s deepening engagement.
Supporting the Ukrainian Army to Deter Russian Aggression
Under the joint leadership of the French and British chiefs of staff, the 35 members of the coalition — primarily European countries — are exploring the deployment of European forces to Ukraine. The aim is to ensure compliance with a potential ceasefire between Kyiv and Moscow.
The Élysée clarified that the deployment would cover land, air, and sea operations to provide support to the Ukrainian army, particularly in the form of training and logistical assistance. Crucially, the French presidency stressed that combat troops will not be deployed.
The exact nature of U.S. security guarantees will be determined through this platform. However, all actions are contingent on Russia’s willingness to agree to a ceasefire, which currently does not appear imminent.
The 28-Point Peace Plan and Frozen Assets
The announcement coincides with ongoing discussions among Ukrainian, American, and European officials regarding Washington’s 28-point peace plan, which was recently modified during a meeting in Geneva.
A key point of contention remains frozen Russian assets in Europe. The European Commission aims to use these funds to issue a €140 billion “compensation loan” to Ukraine, providing crucial financial resources for reconstruction and stabilization.
