In a decisive move to support victims of past disasters, Minister Kyriakos Pierrakakis submitted two legislative amendments on Monday night, introducing comprehensive financial, medical, and psychological relief measures for the victims of the 2017 Mandra floods and the 2018 Mati fire.
The amendments establish a special monthly pension of €1,700, equivalent to four times the full national pension. Eligible beneficiaries include the families of victims as well as burn survivors from the Mati fire with second- or third-degree burns and a disability rating of 50% or higher, listed in the Burn Registry.
The pension is tax-free, non-seizable, and does not offset debts, nor does it affect other social benefits. It is paid regardless of employment status or receipt of another pension, and it increases automatically in line with the national pension.
In addition, the legislation provides automatic and universal debt relief for obligations to the Tax Administration, insurance funds, and local authorities, including debts under restructuring plans or the out-of-court settlement mechanism. This also applies to debts arising from participation in corporate boards or as members of legal entities. Importantly, the insurance periods corresponding to erased contributions are fully preserved.
The amendments guarantee full medical coverage for burn survivors, both in Greece and abroad, as well as personalized psychological support for victims’ families. Legal compensations awarded by courts are also fully protected, being tax-exempt, non-transferable, and non-seizable.
According to the Ministry, “With these measures, the affected residents of Mati and Mandra are treated with the same institutional care and protection provided to the victims of the Tempi tragedy.” The provisions are scheduled for parliamentary approval today.
With these legislative interventions, Pierrakakis and the government aim to provide lasting support to disaster victims, combining financial security, healthcare, and psychological assistance, while ensuring full protection of legally awarded compensations. The measures mark a significant step in aligning institutional care for victims across Greece’s major tragedies.
