Greek Prime Minister Kyriakos Mitsotakis welcomes Abu Dhabi Crown Prince Sheikh Khaled bin Mohamed bin Zayed Al Nahyan as investment commitments surpass the €4 billion target. Energy, artificial intelligence, defence and infrastructure dominate the agenda amid renewed tensions over the Turkey–Libya maritime memorandum.

At a critical moment for the Eastern Mediterranean, Greece and the United Arab Emirates are strengthening a strategic partnership that increasingly combines economic investment, regional security, energy cooperation and advanced technology.

Greek Prime Minister Kyriakos Mitsotakis met with Sheikh Khaled bin Mohamed bin Zayed Al Nahyan, Crown Prince of Abu Dhabi, at the Maximos Mansion in Athens on Thursday, October 22.

The meeting took place against a backdrop of heightened regional uncertainty, particularly following developments concerning the Turkey–Libya maritime memorandum and the diplomatic reactions they have triggered in Athens.

The visit carries considerable economic and geopolitical significance. The two countries have already exceeded the €4 billion investment target established in 2022, while new cooperation initiatives are being developed across tourism, energy, artificial intelligence, infrastructure and defence.

At the same time, Athens is seeking to reinforce its network of strategic partnerships in a region where maritime disputes, energy security and geopolitical competition remain central challenges.

Mitsotakis: “Periods of Regional Turmoil Are Precisely When We Must Strengthen Strategic Partnerships”

Welcoming the Crown Prince of Abu Dhabi, Mitsotakis placed particular emphasis on the geopolitical importance of the visit.

“Your Highness, we are particularly delighted to welcome you to Greece, and I thank you for taking the time to visit us.”

The Greek Prime Minister immediately connected the meeting with the wider regional environment.

“You are arriving at a time of significant regional turmoil, but I believe that precisely at such moments we must strengthen strategic partnerships that have delivered tangible results.”

His remarks underscored Athens’ commitment to maintaining close relations with the United Arab Emirates, a country with considerable economic influence and an increasingly important diplomatic role in the Middle East.

Mitsotakis also highlighted the personal importance he attaches to the bilateral relationship.

“The relationship between Greece and the United Arab Emirates is one that I personally value very highly. And I am grateful that we have the opportunity to use your visit to strengthen it even further.”

The message was clear: Greece regards Abu Dhabi not merely as a source of investment capital, but as a long-term strategic partner.

“Our Two Countries Can Cooperate as Pillars of Stability”

One of the most significant elements of the meeting was Mitsotakis’ emphasis on regional stability.

“Very important business agreements will be signed between companies from our two countries,” he said.

He then outlined the broader diplomatic objectives of the visit.

“It is also an opportunity to take stock of developments in the region and discuss how our two countries can cooperate as pillars of stability, working towards a more peaceful future that will ultimately benefit not only our countries but the region as a whole.”

The statement reflects the increasingly strategic character of Greek–Emirati relations.

For Athens, cooperation with Abu Dhabi offers an opportunity to combine economic diplomacy with broader security and geopolitical objectives.

For the UAE, Greece provides an established European partner with access to EU institutions, significant transport and energy infrastructure, and a strategic geographical position between Europe, the Eastern Mediterranean and the Middle East.

The Turkey–Libya Maritime Memorandum: A Critical Geopolitical Backdrop

The Crown Prince’s visit comes amid renewed controversy surrounding the Turkey–Libya maritime memorandum, which Greece rejects as incompatible with international maritime law where it disregards the maritime rights of Greek islands.

Recent developments involving the Libyan side have intensified diplomatic concerns in Athens and reinforced the importance of regional partnerships.

Against this background, the Greek–Emirati relationship has acquired additional geopolitical relevance.

The two countries have previously established close defence and security cooperation, including a bilateral agreement providing for mutual defence assistance under specified conditions.

Their partnership also extends to regional diplomacy, energy infrastructure and investment.

However, the October 22 meeting did not announce a new anti-Turkish alliance or a specific joint initiative targeting the Turkey–Libya memorandum.

Its significance lies instead in the consolidation of an existing strategic relationship at a time when Greece is seeking stronger diplomatic and economic support across the wider region.

UAE Investments in Greece Exceed the €4 Billion Target

The economic dimension of the meeting was equally important.

According to the official Greek government briefing, the target of €4 billion in direct investment established in 2022 has already been exceeded.

That objective was set through a Strategic Investment Cooperation Agreement involving the Hellenic Development Bank, the Hellenic Development Bank of Investments and the UAE sovereign investment fund ADQ.

Exceeding the original target demonstrates the scale of investment cooperation developed between the two countries.

During their discussions, Mitsotakis and the Crown Prince explored opportunities to expand cooperation in tourism, energy, artificial intelligence and its applications, infrastructure, and defence.

These sectors reflect a broader shift in the bilateral relationship.

Rather than focusing exclusively on individual investment transactions, Greece and the UAE are developing a diversified economic partnership encompassing strategic industries and emerging technologies.

A New Mubadala Agreement and Approximately 15 Cooperation Memoranda

The Crown Prince’s visit is accompanied by an extensive business agenda.

A Greek–Emirati business forum has been scheduled in Athens, bringing together major investment institutions, financial organisations and corporate representatives from both countries.

According to business reporting ahead of the event, the initiatives under discussion include a new three-year cooperation agreement between Mubadala and the Hellenic Development Bank of Investments, along with approximately 15 memoranda of understanding.

The proposed arrangements are intended to expand investment channels, support new business ventures and facilitate joint financing opportunities.

The UAE delegation includes representatives of major investment and technology organisations, reflecting the breadth of Abu Dhabi’s economic interests.

Greece’s sovereign investment and public asset management institutions could also assume a more active role in developing future partnerships.

While the agreements signal growing business interest, memoranda of understanding should not be confused with completed investments or binding project awards.

Their practical impact will depend on subsequent financing decisions, implementation schedules and commercial commitments.

A Potential $10 Billion Construction Pipeline Across the Middle East and North Africa

One of the most ambitious initiatives under discussion involves a potential joint venture between Greek and Emirati construction companies.

The proposed partnership would seek to compete for major infrastructure projects across the Middle East and North Africa.

According to information reported by business sources, the potential portfolio of projects could reach $10 billion.

That figure represents the estimated value of projects that participating companies may pursue, rather than contracts already secured.

The initiative could create new opportunities for Greek construction groups seeking to expand their international presence.

Greek engineering expertise and experience in complex infrastructure projects could be combined with Emirati financing capacity and established business networks in regional markets.

Such cooperation would extend the Greek–Emirati economic partnership beyond investments located within Greece itself.

Energy and Artificial Intelligence Become Strategic Priorities

Energy remains a central pillar of cooperation between Athens and Abu Dhabi.

However, the investment agenda is increasingly expanding into artificial intelligence, digital infrastructure and data centres.

The UAE’s growing role in advanced technology is reflected in the participation of companies and organisations such as Masdar, MGX, G42, Presight and Core42 in the wider business discussions.

Potential areas of cooperation include renewable energy, AI infrastructure, cloud computing, advanced data analytics and digital applications in public administration and education.

The connection between energy and artificial intelligence is becoming particularly important.

Large-scale data centres and advanced computing facilities require substantial electricity supplies, reliable grids and new infrastructure investment.

For Greece, partnerships with Emirati technology and investment groups could support its ambition to attract high-value digital projects and strengthen its position as a regional technology and energy hub.

The participation of major Emirati energy companies also reflects continuing interest in Greece’s energy transition and infrastructure development.

Defence Cooperation: A Strategic Relationship Beyond Investment

Although investment dominated much of the public discussion, defence remains an important component of the bilateral relationship.

Greece and the UAE have developed close security ties in recent years, including defence cooperation arrangements and exchanges on regional stability.

This relationship is particularly relevant given the strategic importance of the Eastern Mediterranean and the wider Middle East.

The October 22 discussions identified defence as one of the areas where cooperation could be further strengthened.

No specific new defence agreement or operational commitment was detailed in the official government briefing.

Nevertheless, the inclusion of defence alongside energy, infrastructure and technology demonstrates the multidimensional character of the partnership.

Mitsotakis Raises the United Nations Secretary-General Selection Process

The Greek Prime Minister also addressed the forthcoming selection of a new United Nations Secretary-General.

In his opening remarks, Mitsotakis congratulated the Emirati side on putting forward a highly qualified female candidate.

“I would also like to congratulate you on presenting an exceptionally qualified candidate for the position of Secretary-General of the United Nations.”

He then referred to Greece’s current role at the UN Security Council.

“As you know, Greece currently holds the Presidency of the Security Council for the month of October.”

Mitsotakis indicated that Athens would seek to contribute constructively to the selection process.

“We will therefore try to use this opportunity to ensure that all procedures are accelerated, with the aim of achieving the most beneficial outcome, one that will also be acceptable to the General Assembly.”

The comments highlighted the diplomatic dimension of the meeting beyond bilateral economic relations.

The official statement did not identify the candidate by name or announce a formal Greek voting commitment.

A Personal Message to the UAE President

At the conclusion of his opening remarks, Mitsotakis conveyed a personal message to UAE President Sheikh Mohamed bin Zayed Al Nahyan.

“I would also ask you to convey my warmest regards to the President.”

He expressed his intention to continue the high-level diplomatic exchanges.

“I look forward to reciprocating this visit and visiting you very soon. Once again, welcome to Greece.”

The Crown Prince, for his part, highlighted the 50th anniversary of diplomatic relations between Greece and the United Arab Emirates.

He thanked the Greek side for its warm welcome and expressed his interest in the day’s discussions.

The anniversary provides an additional diplomatic milestone for a relationship that has expanded significantly in both economic and strategic terms.

From Investment Diplomacy to Regional Geopolitics

The meeting at the Maximos Mansion confirms that Greek–Emirati relations have developed into a substantial strategic partnership.

The achievement of investment commitments beyond the original €4 billion target provides a strong economic foundation.

Meanwhile, planned cooperation in energy, artificial intelligence, infrastructure and international construction projects points towards a broader and more ambitious agenda.

The geopolitical dimension is equally significant.

At a time of renewed tensions over maritime claims and regional security, Greece is seeking to reinforce its international partnerships and strengthen its diplomatic position.

The UAE, with its considerable financial resources and regional influence, is an important part of that strategy.

Mitsotakis’ central message was that the partnership should serve not only the economic interests of the two countries, but also the wider objective of regional stability.

Whether the next phase delivers substantial new investments and deeper security cooperation will depend on how the initiatives discussed in Athens are translated into concrete agreements and projects.

For now, the visit marks another significant step in the evolution of a relationship that increasingly connects European economic interests, Gulf investment capital and Eastern Mediterranean geopolitics.
