New Traffic Code: Motorcycle lane-splitting legalized amongst congested cars
For the first time, motorcycles are allowed to split lanes in traffic jams, and the speed limit in urban areas is reduced to 30 km/h. New measures are introduced for scooters and bicycles, and drivers, not vehicles, will be penalized with driving license suspensions for infractions. Severe criminal penalties are introduced for high-risk violations
