Greece has managed to balance migratory flows over the past 20 days, with fewer than 800 arrivals recorded during this period, Minister of Migration and Asylum Thanos Plevris told SKAI TV. He also discussed government efforts to address the migration challenge, including plans for a closed reception center in Crete.

He added that 247 migrants have been transferred to pre-deportation detention centers (PROKEKA), and around 550 others, including 300 currently, are being moved to a closed facility allocated by the Ministry of Migration and Asylum to the police. “For anyone arriving after the amendment’s passage, the process is clear: they will not enter open reception centers, but will be detained and follow procedures aimed at returning them to their country of origin or the country they came from,” he explained.

Plevris emphasized that the migratory flow has largely stabilized, though it has not stopped entirely. Weather conditions have also played a role in the reduced numbers recently. “Diplomatic pressure is ongoing to enhance cooperation with the eastern Libyan government to receive timely information on boats departing from their coasts. So far, we have avoided large boats carrying 300–350 people, which were the main cause of major influxes,” he noted.

He stressed that a clear message is now sent to migrants: “In Greece, you cannot apply for asylum and enter open centers; you enter detention.”

Regarding smuggling networks, the minister warned they operate through complex methods and unpredictable tactics. “We must remain prepared,” he said.

Plevris also noted suspicious online activity prior to the amendment’s passage, including calls on social media encouraging movement from Libya to Greece and Crete, which authorities are monitoring closely.

On returns, the minister expressed confidence that more deportations will be completed, highlighting the importance of detention conditions over freedom for migrants currently in Greece. He added that increasing returns will deter migrants from attempting dangerous crossings.

The new bill, expected to pass between late August and early September, will implement electronic monitoring for asylum seekers during their application process, which lasts about a month. After this period, rejected asylum seekers must leave voluntarily or will face detention or electronic surveillance.

“A major factor for successful returns is acceptance by the receiving countries. Most returns happen with the migrant’s consent. We aim to ensure that undocumented migrants cooperate to facilitate more returns,” Plevris said.

Regarding the closed facility in Crete, Plevris confirmed the government’s goal to have it operational by next summer. “We have requested funding from the European Commission. Since flows typically decrease during winter, our objective is to have the primary structure ready for the next season. Previous proposed sites did not meet the necessary conditions, and some military camps were examined but deemed unsuitable for immediate use. We will calmly proceed with selecting the proper location and engage the local community in discussions,” he said.

He added that initial management sites for migratory flows have been agreed upon in Chania and Rethymno, with ongoing considerations for Heraklion.
