With a total budget of €16.2 billion, Greece’s National Development Program 2026–2030 focuses on social cohesion, green growth, innovation, and digital transformation.

€16.198 billion development injection is set to energize the Greek economy through the National Development Program (NDP) 2026–2030, now under public consultation by Deputy Minister of National Economy and Finance, Nikos Papathanasis.

The NDP aims to serve as the central pillar of Greece’s growth strategy, channeling national resources toward projects that promote socially fair and sustainable development. The initial budget of €12.827 billion, funded entirely by national resources, is expected to reach €16.198 billion through a strategy of overcommitment, ensuring full absorption of available funds and compensating for potential delays or project cancellations.

Funding Allocation

The program’s resources are distributed across three main categories:

  • Sectoral Programs (SP): €8.737 billion (68.11%)
  • Regional Programs (RP): €2.5 billion (19.49%)
  • Special Programs: €1.59 billion (12.40%)

The Special Development Programs include:

  • Natural Disasters Fund: €800 million
  • Just Transition Fund: €150 million
  • Public-Private Partnerships (PPPs): €600 million
  • Prime Minister’s Office Program: €20 million

The 7 Strategic Axes of the NDP 2026–2030

  1. Social Cohesion and Development Health, education, employment, sports, and housing are at the heart of efforts to build a fair and inclusive society, ensuring that economic growth translates into social progress.
  2. Infrastructure and Transport Development Investments will target roads, railways, ports, airports, and road safety, aiming to enhance connectivity and mobility across Greece.
  3. Civil Protection and Climate Crisis Response Focused on flood preventionearly warning systems, and disaster-resilient infrastructure, this axis seeks to strengthen national readiness and resilience.
  4. Innovation, Extroversion, and Competitiveness Strengthening researchentrepreneurshiptourism, and culture, this pillar leverages Greece’s comparative advantages to drive high-value-added growth.
  5. Digital Transformation Completion of public sector digitalization, development of digital skills, and enhancement of cybersecurity will help achieve digital inclusion for all citizens.
  6. Green Growth and Green Transition Promotion of clean energysustainable resource use, and resilient environmental management aims to reduce Greece’s carbon footprint and support a sustainable economy.
  7. Program Support and Governance Focused on strengthening administrative capacityeffective program implementation, and performance monitoring, ensuring transparency and accountability.
