The government is preparing a legislative move to expand the activities of Elefsina shipyards, while the U.S. openly supports upgrading the port into a transshipment and energy hub with high geopolitical value.

A Meeting Signaling Change

Elefsina is entering a new phase of transformation, as Development Minister Takis Theodorikakos met with U.S. Ambassador Kimberly Gilfoyle to confirm the new opportunities for the region. The minister announced that the government is advancing a legislative initiative that will allow Onex – the company already managing the shipyards with financing from the U.S. development bank – to expand its operational scope.

“The government is taking a legislative initiative whereby Onex […] will have the ability to expand its activities beyond the shipbuilding industry into the commercial, transshipment, port, energy, and defense sectors,” said Takis Theodorikakos.

He added: “With the strengthening of our strategic cooperation with the U.S., Greece is not only becoming an energy hub, but also the strategic transformation of the Greek economy is further enhanced.”

What Does This Expansion Mean?

The legislative move represents a broader change in the country’s production model. The government aims to leverage Elefsina’s geographic position, located at a crossroads where commercial, defense, and energy routes converge.

The U.S. Position: Energy, Security, and Geopolitical Stability

Ambassador Kimberly Gilfoyle was equally clear. “President Trump has two priorities: energy and security. They are equivalent to national security,” she said.

She also noted: “We are pleased to have strong allies in Greece who understand the importance of this sector. We look forward to expanding the use of Elefsina port as a transshipment hub in this important geopolitical region.”

Why Elefsina Matters: Three Strategic Advantages

1. Commercial Connectivity

Its location allows rapid transport of goods to the Balkans, the Eastern Mediterranean, and the Black Sea.

2. Energy Support

Greece is increasing its role in LNG, making its ports critical infrastructure.

3. Defense Dimension

Shipyard activities can support U.S. and allied military needs.

Political Implications

The government seeks to present the investment as proof that Greece:

  • attracts capital,
  • strengthens critical infrastructure,
  • and elevates its international role.

Closer cooperation with the U.S. also sends a signal of stability to allies.

Elefsina Enters a New Era

The region is shifting from a traditional industrial base to a strategic hub for trade, energy, and defense. The Theodorikakos–Gilfoyle alliance is not just diplomatic; it signals that Elefsina is being positioned at a new geopolitical level.
