At the 111th Rectors’ ConferenceEducation Minister Sofia Zacharaki presented a comprehensive plan to strengthen and modernize Greece’s public universities, combining financial reinforcement, student welfare, administrative upgrades, and internationalization. The minister’s message: Greece is preparing to emerge as a regional and later international hub for higher education.

€120 Million Infusion: Immediate Relief for Universities

Central to the announcement was an immediate €120 million allocation within April to cover critical operational needs, including:

  • Energy costs
  • Security and campus safety
  • Cleaning services
  • Infrastructure maintenance

Zacharaki highlighted that from 2019, funding to universities has increased by €1.5 billion through national and EU resources, reflecting a long-term commitment to public higher education.

Student Welfare at the Core

The minister emphasized student well-being, pledging upgrades to canteen services and evaluating improvements to daily meal plans.

On student housing, the total budget nearly doubled from €42 million to €90 million, with particular focus on regional universities. Key initiatives include:

  • New dormitories via PPPs, reshaping the student accommodation landscape
  • Energy upgrades for existing residences, funded by over €220 million from the Social Climate Fund
  • Renovations through the Public Investment Program
  • New dorms in institutions previously lacking them, e.g., Panteion University by 2027

The overarching goal is to provide modern, affordable, and secure housing for students and their families.

Administrative Strength and Personnel Enhancement

Responding to longstanding requests from rectors, Zacharaki stressed the need for strong administrative structures as the foundation for successful reforms. Planned measures include:

  • Three-year secondments for staff
  • Internal mobility and transfers to optimize staffing

For academic personnel, recent legislative changes now allow public employees to engage in teaching part-time, leveraging their professional experience. Additionally:

  • The number of faculty members has increased since 2019, surpassing attritions
  • €3.77 million was recently allocated to adjunct lecturers

Safety, Order, and Internationalization

The minister concluded with a focus on campus security, noting ongoing improvements in collaboration with university administrations.

Internationalization remains a strategic priority:

  • Expansion of English-taught programs
  • Attraction of foreign students as a tool to address demographic decline
  • Enhancing the global visibility of Greek universities
