The European Commission has approved a Greek state aid scheme worth €400 million to support strategic investments in zero-emission technologies, under the European CISAF framework for clean industry. The measure will remain in effect until 31 December 2030, giving Greek industry the necessary horizon for large-scale projects producing critical technologies.
This initiative carries strong political significance beyond the financial dimension: Greece seeks to gain strategic autonomy within the European value chain of clean technologies, directing support toward the production of batteries, solar panels, wind turbines, electrolyzers, and carbon capture solutions. (Targeted allocation of funds could establish permanent technology hubs in Greece).
How the Program Works
The €400M scheme offers two main forms of support:
- Direct grants for investments in clean technologies.
- Tax incentives, boosting the competitiveness of Greek companies.
Support is available nationwide, provided projects align with Annex II of CISAF, which lists strategic technologies and critical raw materials. The Commission deemed the measure “necessary, appropriate, and proportionate”, emphasizing its role in accelerating the transition to a zero-emission economy.
Political Subtext
Approval is not just a technical funding decision, but a political signal to Brussels and global investors: Greece aims to be a geostrategic player in European industrial value chains, while enhancing its credibility as a hub for clean technology.
Behind the scenes, the government’s management of CISAF funds will be closely watched: which sectors and companies will receive support, where critical technologies will be developed, and how Greek industry integrates into European strategic energy and industrial autonomy plans. Properly directed, the funds can serve as a leverage of political and technological influence.
Connection to European Clean Industry Strategy
The CISAF framework, approved on 25 June 2025, is the core of EU state aid for the green transition, enabling:
- Deployment of renewable energy and low-emission fuels
- Reduction of energy costs for intensive users
- Decarbonization of industrial processes via electrification, efficiency improvements, and renewable or green hydrogen
Greece’s initiative aligns fully with this framework, aiming to create energy and technological autonomy, while reducing dependence on imported fossil fuels and critical raw materials.
The €400M program is a test of maturity for Greek industrial policy: if funds are directed to strategic, high-tech projects, Greece could become a major player in Europe’s green industrial ecosystem. Otherwise, the measure risks remaining a fragmented boost without structural impact, missing the chance for lasting geopolitical and technological upgrade.
