Greece is entering a new era in higher education, as 74 new postgraduate programs in collaboration with leading international universities are scheduled to launch in the 2026-2027 academic year. This initiative, under the “Universities of Excellence” project, has been described by Deputy Minister of Education Nikos Papaioannou as a “substantial reform breakthrough,” elevating the global profile of Greek public universities and positioning Greece as a hub for high-level studies in Southeastern Europe.
With a total funding of nearly €94 million—€80 million from the Recovery and Resilience Fund and €12 million from the National Public Investment Program—these new programs aim to connect Greek institutions with world-renowned universities such as Yale, Harvard, Columbia, and Sorbonne, as well as institutions in Switzerland, the UK, and China. The goal is not only to create new opportunities for students and academics but also to attract talent from abroad while preventing the brain drain of domestic scientific expertise.
Cutting-Edge Programs and International Partnerships
Some of the most notable examples include the Dual Master’s program in “Environmental Science and Global Public Health” between the National and Kapodistrian University of Athens (NKUA) and Yale University, as well as programs such as “Personalized Medicine in Multifactorial Eye Diseases” (Aristotle University of Thessaloniki & Harvard) and “Industrial Catalysis and Sustainable Energy” (Democritus University of Thrace & Sorbonne). Each program will have clear guidelines and quotas for both European and non-European students, along with scholarships to encourage applications.

Challenges and Opportunities
Implementing this large-scale international collaboration is not without challenges. Greek universities must finalize agreements with their international partners, secure program accreditation through the Hellenic Authority for Higher Education (HAHE), and attract international students in an increasingly competitive global education market.
