At a critical time for the National Health System (NHS), the Minister of Health, Adonis Georgiadis, took center stage on Tuesday, March 3, 2026, at the launch of the new digital platform “Quality-for-All” of the Health-IQ program. The event was attended by Dr. Hans Kluge, Regional Director for Europe of the World Health Organization (WHO), and João Breda, Head of the WHO/Europe Office for Quality of Care and Patient Safety.
Georgiadis emphasized that the platform represents “a major step forward for the NHS” and highlighted the long-standing cooperation with the WHO, which began during the difficult years of the financial crisis and culminated in the creation of the WHO Quality of Health Services Office in Athens. “The idea was to put the patient at the center and measure the actual quality of services, not just financial indicators,” said the Minister.
Data Highlighting Challenges
Despite governmental promotion of digital innovation, statistics on the Greek NHS show that significant challenges remain:
- Unmet healthcare needs: According to Eurostat, about 21.9 % of citizens were unable to receive necessary medical care in 2024, the highest rate in the EU.
- Low citizen satisfaction: Only 27 % of respondents report satisfaction with access to health services, compared to a 64 % EU average (OECD, Health at a Glance 2025).
- Financial burden: Out-of-pocket payments disproportionately affect poorer households, with roughly 10 % of families facing severe financial difficulties (WHO/Europe, 2025).
- Preventive care: Only 15 % of women aged 50‑69 undergo preventive breast cancer screening, compared to 55 % OECD average.
These data indicate that, while Greece has made progress in areas such as digital medical records and vaccination coverage, significant inequalities in access and care quality remain.
What Health IQ Brings
The Quality-for-All / Health IQ platform provides real-time mapping of healthcare quality and inequalities, enabling policymakers and administrators to:
- Identify regions needing additional resources.
- Monitor performance and efficiency of services at local and regional levels.
- Implement strategies to improve quality and patient safety, aiming for equitable access.
As Georgiadis stated, “This tool will serve as the roadmap for decision-making in the coming years, allowing us to target interventions precisely where they are needed.”
The launch of Health IQ positions Adonis Georgiadis as a key driver of reform in the NHS. Unlike previous administrations that focused primarily on financial indicators or European directives, the current approach combines:
- Digital innovation and measurement tools
- International cooperation with WHO for credibility and data validation
- Personalized political accountability, where the minister actively monitors and improves measurable outcomes
This strategy portrays the Minister as a leader transforming NHS culture, not just through digital tools but with a focus on quality, safety, and equitable access.
The Quality-for-All / Health IQ platform represents the intersection of policy intent and real-time information, positioning Greece as a potential European pioneer in digital quality measurement for healthcare.
Despite statistics showing challenges — including access inequalities, low satisfaction, and financial strain — the government strategy under Adonis Georgiadis demonstrates a systematic effort to implement measurable, targeted improvements, making Greece an example of digital transformation in health management.
