Theodorikakos Fast-Tracks €25 Million Business Park Across 200 Hectares in Aspropyrgos
The development minister pledged to issue a joint ministerial decision within days, advancing the park’s licensing process and addressing outstanding legal and spatial planning issues.

Development Minister Takis Theodorikakos is accelerating the licensing process for the Aspropyrgos Business Park, a project with an estimated budget of €25 million, intended to transform more than 200 hectares of industrial land into an organised business location.

During a meeting with VIPANOT, the organisation responsible for the Aspropyrgos Industrial Park’s southern sector, participants examined the steps needed to complete the licensing process. The minister pledged to issue the relevant joint ministerial decision within days, allowing the project to move to its next stage.

“The procedures for licensing the Aspropyrgos Business Park are being accelerated,” Theodorikakos stated, outlining an initiative that combines industrial development, spatial planning and environmental improvements.

The Decision That Opens the Way Forward

The next critical step is a new joint ministerial decision intended to address the legal and spatial planning issues that led the Council of State to annul the original plans.

The new approval is being designed to incorporate the requirements of the court ruling and modern environmental standards. Its purpose is to establish a stable framework for the project’s development and the operation of an organised business park.

Faster licensing therefore depends on resolving specific outstanding issues affecting the investment’s implementation. Issuing the decision was the immediate milestone identified by the development minister during the meeting.

From an Informal Industrial Cluster to an Organised Business Park

The project involves the rehabilitation and organisation of more than 200 hectares in the southern sector of Aspropyrgos, in western Attica.

Its objective is to transform a densely developed, informal industrial cluster into a modern business park accommodating industrial, small manufacturing, processing and logistics activities.

The initiative addresses a substantial challenge for industrial policy: businesses operating in areas that developed without coordinated planning and now require clear rules, infrastructure and environmental standards.

The estimated €25 million budget reflects the scale of the planned upgrade. The aim is to create conditions that support business activity and improve the area’s overall operation.

The Development Opportunity for Western Attica

The initiative carries particular significance for an area with extensive manufacturing and logistics activity.

Organised business locations are a fundamental condition for attracting investment and enabling companies to plan for the long term. Clarifying the regulatory framework is intended to reduce uncertainty and provide more stable conditions for new production facilities and investment decisions.

The plans envisage support for the local economy and the creation of new, well-paid jobs. These are the intended benefits as the project progresses towards licensing and implementation.

For the Ministry of Development, Aspropyrgos provides a concrete opportunity to apply a policy that connects production with spatial planning and effective public administration.

Industrial Development Under Environmental Rules

Environmental considerations are central to the plans. The transition to an organised business park seeks to combine business growth with safer and more environmentally sustainable operating conditions.

Incorporating modern standards into the new approval forms part of that effort. Upgrading the area’s productive capacity is linked to regulatory compliance and to addressing the problems associated with the informal concentration of industrial activities.

The project’s political significance lies in its potential to turn an unresolved planning issue into an opportunity for industrial renewal.

Coordination Between the Ministry and Local Representatives

The meeting was attended by Ioannis Ilias, head of VIPANOT and mayor of Aspropyrgos; Lefteris Kritikos, secretary-general for industry; and relevant Ministry of Development officials.

Discussions focused on the actions required to complete licensing, with Theodorikakos identifying the joint ministerial decision as an immediate priority.

For the €25 million business park, the next stage depends on completing that regulatory step. The development minister set out his commitment: “The procedures for licensing the Aspropyrgos Business Park are being accelerated.”
