The framework reported by The Economist links Ukraine’s EU accession to abandoning its NATO bid, alongside economic incentives for Moscow. Yet Washington cannot deliver European membership or reopen Europe’s gas market on its own.

Washington is reportedly exploring a broad geopolitical and economic package to end Russia’s war in Ukraine, linking Kyiv’s security and European future to a potential restoration of economic relations with Moscow.

According to The Economist, the proposals would offer EU membership and an investment package to Ukraine in exchange for abandoning its ambition to join NATO. Russia could receive commercial agreements, sanctions relief and political normalisation.

The central difficulty is that Washington does not control several of the most significant incentives reportedly under discussion. Ukraine’s admission to the European Union and the return of Russian gas to European markets would require decisions by European institutions and governments.

What the reported framework includes

The outline combines military, political and economic arrangements.

Ukraine would reportedly receive an investment package and a path to EU membership while relinquishing its NATO aspirations. The proposals also envisage a demilitarised zone in Donbas, although no agreed map or monitoring mechanism has been made public.

For Russia, the reported incentives include business agreements with American companies, sanctions relief and restored political relations with Washington.

The energy component reportedly envisages renewed Russian natural gas exports to Europe, including the revival of Nord Stream.

These remain reported negotiating proposals. No final agreement or Ukrainian acceptance of the terms has been announced.

Kyiv’s concern: Benefits for Russia before peace

According to the reporting, Ukrainian officials know the broad outline but have not received the full details.

A concern attributed to the Ukrainian side centres on sequencing: could economic agreements with Moscow precede an actual end to the fighting?

Such an outcome could allow Russia to secure economic and diplomatic benefits while military operations continue. The timing of concessions therefore matters alongside their substance, as do verification arrangements and the consequences of any breach.

Washington cannot grant EU membership

American support could carry considerable diplomatic weight. It cannot replace the European accession process.

Membership requires completed negotiations, compliance with accession conditions, the European Parliament’s consent and unanimous Council approval. An accession treaty must then be ratified by every EU member state and the candidate country.

Consequently, an American commitment to support Ukrainian membership is not a guaranteed admission date.

This creates a fundamental European policy question: how would EU institutions and national governments incorporate enlargement into a peace settlement while preserving the requirements of accession?

Nord Stream runs against Europe’s current energy policy

The energy proposals face a comparable obstacle.

In January 2026, the EU adopted a binding framework to phase out Russian natural gas imports. It provides for a full ban on Russian LNG imports from the beginning of 2027 and pipeline gas imports from autumn that year.

The policy direction was expressed by Cyprus’s Energy Minister Michael Damianos when the regulation was adopted:

“We are breaking away from detrimental reliance on Russian gas.”

Renewed Russian supplies would therefore involve more than a commercial agreement. They would require changes to the European framework and the resolution of relevant legal, regulatory and technical obstacles.

An American agreement with Moscow cannot, by itself, reopen the European market.

Security guarantees remain the hardest question

For Kyiv, the decisive issue remains who would guarantee Ukraine’s security after a settlement—and through what enforceable commitments.

Ukraine seeks practical guarantees involving the United States and backed by institutional approval. References to guarantees modelled on NATO’s Article 5 do not mean an equivalent collective-defence obligation has been agreed.

The commitments of participating countries, the procedures for activating them and the response to another attack would all need to be defined.

Investment and European integration could support Ukraine’s recovery. They do not automatically answer those security questions.

Abu Dhabi talks planned for November

Diplomatic activity continues following Steve Witkoff’s meetings with Volodymyr Zelensky and European leaders in Oslo, and his subsequent meeting with Vladimir Putin in St Petersburg.

On October 23, Kremlin spokesperson Dmitry Peskov said the next negotiations were:

“Planned for the first half of November in Abu Dhabi”, adding that they “will take place in a trilateral format.”

The prospect of renewed negotiations opens another diplomatic window. But the reported framework makes clear that a durable settlement would require more than an understanding between Washington and Moscow: Ukraine’s acceptance and European decisions on matters within Europe’s authority would be indispensable.
