Athens signs a major defense agreement with Jerusalem to acquire advanced PULS rocket artillery systems — a strategic enhancement amid regional instability and deepening military cooperation.

Greece and Israel have formalized a major €650 million defense agreement under which the Greek Armed Forces will procure advanced PULS rocket artillery systems and associated munitions from the Israeli defense technology firm Elbit Systems. The contract was signed in Athens on Monday, April 6, 2026, and reflects a growing strategic partnership between the two nations in defense and security cooperation.

What the Deal Covers

The centerpiece of the agreement is the Precise & Universal Launching System (PULS) — a highly flexible, multi‑role rocket artillery platform that can fire a wide array of rocket and missile types with varying ranges and mission profiles. This includes both unguided rockets and guided munitions, offering the Hellenic Army a modern and scalable artillery capability.

Under the terms of the deal:

  • Greece will receive PULS launchers and a comprehensive ammunition package, including training rockets, precision guided rockets, and loitering munitions.
  • Delivery of systems and equipment is planned over approximately four years, followed by ten years of support and maintenance, ensuring long‑term operational readiness and sustainability.
  • The agreement also provides for cooperation with Greek defense industries, including technology transfer and collaboration with local firms, in line with Athens’s broader defense procurement strategy.

Elbit Systems, a major global defense technology provider headquartered in Israel, announced that the contract is valued at about $750 million (€650 million) and reinforces its longstanding collaboration with the Greek Ministry of National Defence.

“Elbit Systems has a longstanding and successful cooperation with the Hellenic Ministry of National Defense, and this project further strengthens that relationship,” said Bezhalel (Butzi) Machlis, President and CEO of Elbit Systems.

Strategic Context and Military Modernization

The PULS acquisition is part of Greece’s ongoing effort to modernize its armed forces and enhance deterrence capabilities, particularly in light of persistent regional tensions in the Eastern Mediterranean and evolving security dynamics with neighboring countries. The system’s extended range and precision strike capabilities provide Athens with an artillery force that plays a key role in both defensive and strategic doctrines.

In December 2025, the Greek Parliament approved the purchase of 36 PULS rocket artillery systems, signaling broad political support for strengthening Greece’s long‑range firepower and aligning with NATO‑compatible forces.

Defense analysts note that this acquisition positions Greece among a number of NATO members investing in modern, mobile rocket artillery — systems increasingly valued for operational flexibility and rapid response in high‑intensity scenarios.

Bilateral Relations & Broader Cooperation

The defense agreement emerges against a backdrop of enhanced Greece–Israel relations, which have expanded beyond military procurement into joint exercises, security cooperation, and technology exchange. Recent cooperation initiatives have included joint work on anti‑drone systems and cybersecurity, further indicating depth in strategic ties.

Greek officials have framed the deal not only as a military strengthening measure but also as a reinforcement of cooperation with a key Mediterranean ally with advanced defense industrial capabilities. At the same time, some observers highlight that the pact signals Greece’s intent to diversify its defense partnerships while retaining interoperability with NATO frameworks.

Geopolitical Significance

The timing of the agreement — signed during ongoing geopolitical tensions in the Middle East — underscores Israel’s ability to sustain defense exports even amid conflict, and Greece’s determination to advance its strategic defense agenda. This military procurement may be seen as part of broader efforts in Europe to bolster defense postures in the wake of shifting regional security landscapes.

Moreover, by integrating systems like PULS that combine precision strike capability with mobility and flexibility, Greece is enhancing its deterrence without excessive reliance on any single supplier, while also promoting local defense industry participation. The collaboration may also foster deeper technology and skills transfer between Greek and Israeli defense sectors.

 A Milestone in Defense Cooperation

The €650 million PULS agreement between Greece and Israel represents a significant step in bilateral military cooperation and reflects broader geopolitical and defense modernization trends in Europe. The deal enhances Greece’s battlefield capabilities, reinforces strategic ties with Israel, and illustrates how defense procurement can serve as a pillar of diplomatic and security relations in a changing global environment.
