Public Properties for Social Housing – 2,000 New Apartments from Former Military Bases

The government is moving forward with a pioneering plan to utilize idle public properties to support social housing. Speaking at the Thessaloniki International Fair, Prime Minister Kyriakos Mitsotakis announced the first three military bases that will be redeveloped to host 2,000 new apartments.

As he highlighted: “We are launching an innovative way to use public properties in cooperation with the Ministry of National Defense. At the Moschato base, Ziaka base in Thessaloniki, and Manousogiannakis base in Patras, 2,000 apartments will be built. 25% will house members of the Armed Forces, while 75% will be allocated to citizens who do not own a first home.”

The military bases and apartment numbers

• Karaiskaki Base, Haidari, Attica
  • Area: ~145 acres (2–3 plots)
  • Construction: 58 complexes × 12 apartments
  • Total apartments: 696
• Ziaka Base, Municipality of Kordelio-Evosmos, Thessaloniki
  • Area: ~128 acres (1 plot)
  • Construction: 50 complexes × 12 apartments
  • Total apartments: 600
• Manousogiannakis Base, Patras
  • Area: ~150 acres (1 plot)
  • Construction: 60 complexes × 12 apartments
  • Total apartments: 720

Housing allocation

• 25% of apartments will be reserved for members of the Armed Forces.
• 75% of apartments will be offered to citizens without a first home, strengthening social support and access to quality housing.

The Prime Minister emphasized that this is only the beginning, with plans to continue repurposing other dormant public properties, returning them to society for productive use.
