Greece, once regarded as one of the most expensive electricity markets in Europe, has made a remarkable comeback by significantly lowering its prices, positioning itself as a key player in the European energy sector. With recent developments showing clear and consistent improvement, the domestic market now operates at lower price levels compared to larger markets like Germany.

In 2023, the average wholesale electricity price in Greece stood around 109 euros/MWh, notably lower than many Central and Northern European countries where prices exceeded 140-150 euros/MWh. Despite the challenging international environment, driven mainly by soaring natural gas prices and CO₂ emission allowances, the Greek market now appears resilient and agile, ready to compete with the largest economies of the Eurozone.

Greece Boosts Domestic Production and Reduces Imports

Although Greece’s dependence on natural gas remains high, the country has made significant strides toward energy autonomy. The reduction of net imports and the strengthening of domestic production have played a key role in balancing the energy equation, which has now turned positive. Over the last two years, the country’s energy balance has improved by €800 million, bringing Greece closer to energy independence and reducing its reliance on more expensive cross-border electricity flows.

This strategy’s result is evident in practice: wholesale electricity prices in Greece have dropped, and the country is no longer as dependent on costly electricity imports from neighboring countries. Instead, with increasing domestic production, Greece now offers one of the most favorable price points in the EU.

The Energy Reshuffling and Its “Side” Political Impacts

This shift in wholesale prices has broader political and social implications. At a time when the energy crisis has placed immense pressure on political systems and societies, Greece has managed to reverse the trend, emerging as a model for other countries still grappling with the rise in natural gas prices. Greece’s transition to more competitive energy prices can largely be attributed to investments in Renewable Energy Sources (RES) and greater market efficiency through technical and operational improvements. Nonetheless, political parapolitical discussions continue over the real role of the government in the energy transition and the “invisible” links in the chain that contributed to this positive shift. In the political arena, questions surrounding negotiations with the EU, subsidies, and RES enhancement strategies are frequently at the center of discussions.

The Future of the Market and Its Geopolitical Dimensions

While Greece has successfully secured competitive prices, the future of its energy market remains uncertain, especially due to the geopolitical uncertainties in the region and external pressures, such as the ongoing crisis in Ukraine and future developments in gas and EU climate policies. The political strategy of Greece must be maintained and strengthened to ensure that the positive trend in the market does not reverse under external pressures.

Greece now appears to be on the verge of becoming a leader in Europe’s energy transition, but the political management of this transition will be a critical factor in maintaining this momentum.
