Europe accelerates its AI ambitions

The European Union has officially launched a €30 billion initiative to build up to seven AI Gigafactories, marking the largest investment ever made by the bloc in artificial intelligence computing infrastructure.

The program combines €10 billion in public funding with an expected €20 billion in private investment, creating one of Europe’s most significant industrial technology projects since the launch of the Recovery Fund.

The initiative is designed to give European researchers, startups and industry access to world-class computing power while reducing dependence on foreign cloud providers and AI infrastructure.

Virkkunen: “Computing power is a strategic necessity”

European Commission Executive Vice-President for Tech Sovereignty Henna Virkkunen described the initiative as a turning point for Europe’s digital future.

“Access to computing infrastructure of this scale is a strategic necessity as artificial intelligence development accelerates worldwide.”

According to the Commission, Europe must rapidly expand its own AI capabilities if it wants to remain competitive against the United States and China.

What the AI Gigafactories will deliver

Each AI Gigafactory is expected to feature:

  • More than 100,000 advanced AI processors (GPUs);
  • Computing capacity approximately four times greater than today’s European AI supercomputers;
  • Infrastructure capable of training next-generation frontier AI models;
  • Facilities supporting applications in healthcare, scientific research, manufacturing, defense, energy, public administration and climate technologies.

The Commission expects the facilities to become the backbone of Europe’s future AI ecosystem.

Why Europe is investing now

Brussels believes the continent risks falling behind in the global AI competition.

Today:

  • most cloud infrastructure operating in Europe belongs to US technology companies;
  • China continues expanding state-backed AI computing capacity;
  • the United States attracts the overwhelming majority of global AI investment;
  • Europe remains dependent on foreign semiconductor production and cloud services.

The new investment seeks to reverse that trend by creating sovereign European computing capacity.

Industry giants expected to participate

Several major semiconductor manufacturers have already expressed interest in supporting the initiative.

Companies expected to contribute include:

  • NVIDIA
  • AMD
  • Qualcomm

These firms are expected to provide advanced AI processors powering Europe’s next generation of supercomputing facilities.
