Greek government moves to implement the EU Migration Pact, emphasizing border control, faster asylum processing and more effective return mechanisms

Greece is moving forward with the implementation of the European Union’s new Migration and Asylum Pact, with Migration and Asylum Minister Thanos Plevris outlining a series of reforms aimed at strengthening border management, improving asylum procedures and increasing the return of migrants whose applications for international protection have been rejected.

Presenting the government’s approach before Parliament, Plevris argued that migration remains one of Europe’s most complex policy challenges and cannot be addressed without effective control of migration flows, efficient asylum systems and credible return procedures.

At the same session, Deputy Minister Sevi Voloudaki emphasized the need to balance border protection with the safeguarding of fundamental rights, particularly for minors and vulnerable groups.

Government Focuses on Flow Management and Deterrence

During his address, Plevris acknowledged that migration policy remains deeply ideological and politically divisive across Europe. However, he argued that regardless of political perspectives, no state can effectively manage migration without maintaining control over its borders and entry procedures.

The minister pointed to a significant reduction in migrant arrivals in recent years, attributing the trend to a combination of deterrence policies, enhanced border security and operational cooperation with neighboring countries.

According to Plevris, measures implemented along Greece’s land and maritime borders, including cooperation with the Turkish Coast Guard and enhanced monitoring operations in areas such as Crete, have contributed to reducing irregular migration flows.

He stressed that all actions are conducted within the framework of international law and Greece’s obligations under international refugee protection agreements.

New Asylum Procedures Under the EU Pact

A central feature of the new framework involves the immediate collection of biometric data when migrants enter the European Union.

The objective is to ensure accurate registration and identification of the country of first entry, strengthening the overall management of asylum applications across the bloc.

Plevris explained that the assessment of asylum claims will continue to rely on established legal criteria and documented evidence rather than discretionary judgments.

The minister also highlighted provisions allowing for the detention of individuals who are considered unlikely to qualify for refugee status, arguing that such measures facilitate monitoring and eventual return procedures should applications be rejected.

Government officials view these changes as essential for reducing abuse of the asylum system while accelerating decisions on protection claims.

Returns Remain Europe’s Biggest Challenge

According to Plevris, one of the most significant weaknesses in current European migration policy is the low rate of migrant returns.

He noted that across the European Union, only around 18 percent of return decisions are successfully implemented, largely due to difficulties in obtaining cooperation from countries of origin and verifying identities.

The minister argued that improving return mechanisms is critical to the credibility of the asylum system and to public confidence in migration management policies.

Return Hubs and the Deterrence Debate

One of the most debated elements of the new European framework concerns so-called Return Hubs in third countries.

Plevris defended the concept, stating that such facilities would apply only to individuals whose asylum applications have already been rejected and who no longer qualify for international protection.

According to the government, the establishment of these centers could strengthen the effectiveness of return procedures while serving as a deterrent against future irregular migration attempts.

Critics, however, continue to question both the legal and humanitarian implications of transferring rejected asylum seekers to facilities located outside the European Union.

Voloudaki Highlights Protection for Minors and Vulnerable Groups

Deputy Minister Sevi Voloudaki sought to underline the humanitarian dimension of the government’s approach, stressing that the new framework includes safeguards designed to protect unaccompanied minors, families and other vulnerable individuals.

She described the government’s objective as the creation of a coherent migration system capable of combining effective border management with respect for human rights and international obligations.

According to Voloudaki, special attention will continue to be given to the identification and protection of individuals requiring additional support throughout the asylum process.

A New Phase in European Migration Policy

The implementation of the EU Migration Pact marks one of the most significant reforms of European migration policy in recent years.

For Greece, a frontline state that has faced repeated migration pressures across both land and maritime borders, the new framework represents an opportunity to strengthen migration management while aligning national procedures with a broader European strategy.

The political debate surrounding the reforms is expected to continue, particularly over detention policies, return mechanisms and the balance between border security and humanitarian responsibilities.

What remains clear is that migration will continue to rank among the most consequential political and security challenges facing both Greece and the European Union in the years ahead.
