The European Union is preparing to deepen its political engagement in the Cyprus reunification process, with European Commission President Ursula von der Leyen expected to announce on Monday the appointment of a new Special Representative for the Cyprus issue, replacing former EU Commissioner Johannes Hahn.
The announcement follows a telephone conversation between von der Leyen and United Nations Secretary-General António Guterres, during which both leaders discussed the latest developments in the UN-led negotiations.
“A Renewed Momentum” for Cyprus
In a statement published on social media, von der Leyen expressed optimism about the current diplomatic climate surrounding the Cyprus issue.
“I had a good conversation with António Guterres. We can see renewed momentum towards a settlement of the Cyprus issue under the auspices of the United Nations and in line with the principles, values and legislation of the European Union.”
The Commission President stressed that the current opportunity should not be missed, adding that she expects meaningful progress over the coming months.
Brussels Signals Stronger Political Engagement
Von der Leyen reaffirmed that the European Commission stands ready to support the UN-led peace process with all available political, technical and institutional instruments.
The appointment of a new Special Representative is widely seen as an indication that Brussels intends to play a more active role alongside the United Nations as diplomatic efforts intensify.
The identity of the new envoy is expected to be announced later on Monday.
Replacing Johannes Hahn
The new appointment follows the departure of Johannes Hahn, who stepped down on 23 March after being appointed Chairman of the General Council of the Austrian National Bank.
Hahn had served as the European Commission’s Special Envoy for Cyprus since May 2025, when he was tasked with strengthening the EU’s involvement in reunification negotiations.
His successor is expected to continue coordinating the European Commission’s contribution to the peace process and maintain close cooperation with the United Nations.
A Strategic Issue for the European Union
Although the Cyprus negotiations remain under the auspices of the United Nations, Brussels considers the island’s reunification a strategic European issue, given that the Republic of Cyprus has been an EU Member State since 2004.
Any comprehensive settlement would need to be fully compatible with EU law, the Union’s legal order and its fundamental principles, making the Commission’s involvement particularly significant.
Political Signal Ahead of a New Diplomatic Phase
The appointment comes as diplomatic contacts have intensified in recent weeks and international actors seek to build momentum for renewed negotiations between the Greek Cypriot and Turkish Cypriot communities.
By appointing a new Special Representative immediately after Hahn’s departure, the European Commission is signalling that it intends to remain an active stakeholder in the Cyprus peace process rather than a passive observer.
For Brussels, the message is clear: the European Union wants to play a more visible political role in supporting a comprehensive settlement based on UN parameters while ensuring that any future agreement is fully aligned with the European legal and institutional framework.
