Rubio Heads to Athens: Washington Puts Greece in Focus as Defense,Energy and Eastern Mediterranean Top Agenda

US Secretary of State Marco Rubio will visit Athens on October 6–7 to lead the American delegation at the 6th US-Greece Strategic Dialogue, with Washington officially highlighting defense cooperation, regional security and energy security as key priorities.

US Secretary of State Marco Rubio is officially heading to Athens, with the timing of the visit giving the talks considerable geopolitical weight.

The US State Department announced that Rubio will travel to Iceland, Greece and Portugal from October 5 to 8, with Athens hosting the 6th US-Greece Strategic Dialogue.

Rubio is expected to arrive in the Greek capital on October 6, with the Strategic Dialogue scheduled for the following day.

Washington has already identified three central pillars for the talks:

Defense cooperation. Regional security. Energy security.

The visit comes as the Eastern Mediterranean is once again at the intersection of several major geopolitical developments, ranging from energy security and NATO’s southeastern flank to the wars in Ukraine and the Middle East.

Rubio to Lead US Delegation

This will not simply be another bilateral visit by a US Secretary of State.

Rubio himself will lead the American delegation at the sixth round of the US-Greece Strategic Dialogue, the institutional framework launched in 2018 that has since become a central mechanism for deepening bilateral relations.

The dialogue traditionally covers a much broader range of issues than conventional diplomacy, including defense and security, regional cooperation, energy, trade and investment, counterterrorism and people-to-people ties.

This time, however, the State Department has explicitly emphasized defense, regional and energy security.

That choice is significant at a moment when the strategic map of the Eastern Mediterranean is being reshaped.

Defense Cooperation High on the Agenda

Defense will be one of the central files.

Talks are expected to cover the broader US-Greece military relationship and cooperation under the Mutual Defense Cooperation Agreement (MDCA).

Greece’s geographic position has given the bilateral defense relationship a wider regional dimension, linking the Balkans, the Eastern Mediterranean and NATO’s southeastern flank.

Rubio therefore arrives in Athens at a time when the two countries are looking beyond strictly bilateral defense ties toward the broader security architecture of the region.

Greece’s Growing Energy Role

Energy will be equally important.

The fact that the State Department has explicitly included energy security among the administration’s priorities underscores the geopolitical dimension Washington attaches to the issue.

Greece has sought to strengthen its role as an entry and transit hub for energy supplies into Southeastern and Central Europe, while diversification away from vulnerable supply routes remains a major strategic objective for both Athens and Washington.

US LNG exports and the infrastructure capable of carrying gas northward through Europe are part of that wider equation.

For Greece, this creates an opportunity to connect its geographic position with a broader role in Europe’s energy security architecture.

Eastern Mediterranean and the GSI

Regional energy interconnections are also expected to form part of the wider discussions.

Greek media reports have indicated that the Great Sea Interconnector (GSI) — the planned Greece-Cyprus electricity connection — could be among the issues raised during the visit.

An important distinction remains: the State Department has officially identified energy security as a subject of the talks but has not publicly released a detailed list of individual infrastructure projects that Rubio will discuss.

Nevertheless, the Eastern Mediterranean will inevitably form part of the broader strategic backdrop.

Turkey in the Background

Greek-Turkish relations have not been identified by the State Department as a separate official agenda item.

They are, however, part of the regional environment surrounding the Strategic Dialogue.

Washington has a longstanding interest in avoiding tensions between two NATO allies, while Athens continues to frame its positions in the Eastern Mediterranean around international law and the Law of the Sea.

Energy projects, maritime zones and regional connectivity therefore give the discussions an additional geopolitical dimension.

That does not mean Washington has announced a new initiative concerning Greek-Turkish relations. It does mean that Rubio arrives in Athens at a time when the balance of power and connectivity across the Eastern Mediterranean remains an important component of regional security.

Ukraine and the Middle East

The talks are also expected to address the major international crises dominating Western diplomacy.

Ukraine and the Middle East are likely to feature prominently in discussions on regional and international security.

Greece’s geography is particularly relevant because the country sits at the intersection of three strategic theaters: NATO’s eastern and southeastern security architecture, the Balkans and the Eastern Mediterranean.

The discussions in Athens will therefore take place against a much broader international backdrop than bilateral US-Greek relations alone.

Meetings With Mitsotakis and Gerapetritis

Rubio is expected to hold talks with Greek Foreign Minister George Gerapetritis, while a meeting with Prime Minister Kyriakos Mitsotakis is also expected as part of the visit.

Final scheduling details may still change before the American delegation arrives.

What is already clear, however, is that Athens will be the stop on Rubio’s European tour where he will lead an institutionalized strategic dialogue covering some of Washington’s most important security priorities.

Reykjavik – Athens – Lisbon

The geography of Rubio’s trip is itself noteworthy.

His first stop will be Reykjavik, where talks with Icelandic officials will focus on economic and defense cooperation.

He will then travel to Athens for the 6th US-Greece Strategic Dialogue.

The final stop will be Lisbon, where Rubio is expected to discuss defense, economic and technological cooperation with Portuguese officials.

Three NATO countries, but three very different strategic positions: the North Atlantic, the Eastern Mediterranean and Europe’s western Atlantic gateway.

Why Rubio’s Athens Visit Matters

The significance of the trip lies not simply in the symbolism of a US Secretary of State visiting Greece.

It lies in the substance of the Strategic Dialogue.

Defense, energy and regional security are precisely the areas in which Greece has sought to expand its strategic footprint — from military cooperation and NATO infrastructure to LNG terminals, cross-border energy corridors and connectivity across Southeastern Europe.

Beginning October 6, Athens will therefore host Washington’s top diplomat with a substantial geopolitical agenda on the table.

The key test will come with the conclusions of the 6th US-Greece Strategic Dialogue and whether the talks produce concrete new commitments in defense, energy and regional cooperation.
