The report highlights a broader trend of increased online engagement across the EU, with an average of 8.5% of individuals participating in online consultations or voting in 2023, up from 7.4% in 2011. Estonia (26.6%), Malta (20.6%), and Finland (16.4%) led the EU in digital civic participation.
