Greece is accelerating one of its most ambitious national security and defense digitization projects in recent years, as Defence Minister Nikos Dendias and Development Minister Takis Theodorikakos moved to fast-track the implementation of the “THORAX” program — a nearly €49 million initiative designed to reshape the country’s operational response capabilities.

The meeting between the two ministers at the Ministry of National Defence went far beyond a routine institutional briefing. Government officials describe THORAX as a “strategic national resilience project” tied directly to Greece’s broader “Agenda 2030” modernization framework and the country’s evolving security doctrine.

Funded through the Recovery and Resilience Facility with €48.95 million from the Ministry of Development, THORAX is intended to function as a fully integrated decision-support ecosystem for the Armed Forces and other state security agencies.

A national “digital nerve center”

At the core of the project lies the creation of a centralized operational platform capable of collecting and processing real-time data from:

  • radar systems,
  • UAVs and drones,
  • aerial and ground surveillance assets,
  • observation posts,
  • electronic monitoring systems,
  • and state security sensors.

Using Artificial Intelligence tools, the system will categorize, prioritize and analyze incoming information before directing it to the appropriate operational authority, significantly reducing response times and improving situational awareness.

In practical terms, officials envision THORAX as a nationwide digital command-and-control hub designed to unify fragmented streams of strategic information into a single operational picture.

Hybrid threats and migration networks in focus

Behind the project’s acceleration lies mounting concern within the Greek government over:

  • hybrid security threats,
  • irregular migration flows,
  • organized smuggling networks,
  • maritime border pressure,
  • and the increasing complexity of emergency management operations.

One of THORAX’s most significant features is its interoperability. Information from the Armed Forces, Coast Guard, Civil Protection authorities and other agencies will be integrated and assessed simultaneously.

“The right information must reach the right operator at the right time,” a government source familiar with the project noted.

AI enters the center of Greek defense planning

Artificial Intelligence is considered a cornerstone of the THORAX architecture.

The system is expected to:

  • identify threat patterns,
  • prioritize incidents,
  • automate parts of operational assessment,
  • and generate near real-time decision-support outputs.

Within the Ministry of Defence, officials increasingly view the initiative as a pilot framework for the broader digital transformation of Greece’s defense infrastructure over the next decade.

Push for a stronger domestic defense industry

The two ministers also discussed the upcoming framework of Greece’s new Development Law provisions for the defense sector, aimed at strengthening the country’s industrial and technological base.

According to officials, the government wants to create conditions for:

  • new defense-related investments,
  • domestic production capabilities,
  • partnerships with technology firms and startups,
  • and greater participation of Greek companies in European defense supply chains.

Sources indicate that Athens sees a strategic opportunity emerging from Europe’s broader push toward defense autonomy and increased security spending.

More than a technology project

For the Greek government, THORAX is not merely another digitization initiative.

It is increasingly viewed as a strategic stress test:

  • of the state’s ability to operate through interoperable systems,
  • of the Armed Forces’ transition toward data-driven operational models,
  • and of Greece’s ambition to position itself within Europe’s next-generation defense and security architecture.

That explains why the project is now being treated as a top-level national priority.
