President Nikos Christodoulides' participation in France's Bastille Day celebrations underscores the growing strategic partnership between Nicosia and Paris, as Cyprus launches its largest defence modernisation programme with €177 million in initial SAFE funding already released.

The strategic partnership between Cyprus and France is entering a new phase as Nicosia accelerates the largest defence modernisation programme in the history of the Cypriot National Guard, backed by the European Union’s SAFE (Security Action for Europe) initiative.

President Nikos Christodoulides will attend the Bastille Day military parade in Paris on 14 July at the invitation of French President Emmanuel Macron, in what is widely viewed as another symbol of the rapidly expanding defence and security cooperation between the two Mediterranean allies.

€1.18 Billion Defence Investment Through SAFE

Cyprus has prepared an extensive procurement programme worth €1.18 billion, financed through the European SAFE mechanism, with implementation extending until 2030.

According to Cypriot officials, the first €177 million tranche has already been transferred to government accounts, allowing procurement procedures to begin.

The programme represents one of the largest defence investments ever undertaken by the Republic of Cyprus and is designed to significantly strengthen the operational capabilities of the National Guard.

France to Supply Around 80% of New Military Equipment

According to information reported by Cypriot daily Phileleftheros, approximately 80% of the defence systems acquired through the SAFE programme are expected to come from French defence manufacturers.

The first deliveries will include advanced military communication systems, followed by a broader procurement package covering:

  • Main battle tanks;
  • Aviation assets;
  • Unmanned aerial vehicles (UAVs);
  • Counter-drone (C-UAS) systems;
  • Ammunition;
  • Modern command, control and battlefield communication systems.

The procurement plan further strengthens France’s position as Cyprus’ principal European defence partner in the Eastern Mediterranean.

Bastille Day Participation Carries Strategic Significance

For the first time, the Cypriot National Guard will participate in France’s Bastille Day military parade with a 20-member ceremonial contingent, significantly expanding its previous symbolic participation.

The contingent consists of 18 officers and non-commissioned officers, accompanied by two reserve members, who have already arrived in Paris to take part in official rehearsals.

Chief of the National Guard Lieutenant General Emmanouil Theodorou will also travel to France alongside President Christodoulides.

Cypriot officials describe the invitation as another milestone in the steadily expanding military cooperation between the two countries.

A Long-Term Strategic Defence Partnership

Defence cooperation between Paris and Nicosia dates back more than three decades.

France was among the first European countries to support Cyprus’ efforts during the 1990s to develop credible national defence capabilities.

Today, however, bilateral cooperation has evolved beyond traditional arms procurement into a broader strategic partnership encompassing defence, regional security and European strategic autonomy.

SAFE Strengthens Europe’s Defence Architecture

The SAFE programme forms part of the European Union’s broader strategy to reinforce the continent’s defence industrial base and encourage joint procurement among member states.

For Cyprus, participation provides not only financial support for military modernisation but also deeper integration into Europe’s emerging collective security framework.

The investment is expected to significantly enhance the island’s deterrence capabilities at a time when security dynamics in the Eastern Mediterranean remain increasingly complex.

President Christodoulides’ appearance alongside President Macron during France’s national celebrations therefore carries significance beyond diplomatic symbolism. It reflects the growing geopolitical alignment between Cyprus and France and highlights the expanding role of European defence cooperation in shaping security across the Eastern Mediterranean.
