Tsipras Unveils “Aristotle Plan”:€15 Billion for Local Governments Radical Overhaul of Greece’s Municipal Map

The leader of ELAS presented his vision for a “New Social Contract” and a “New Metapolitefsi,” proposing stronger local governments, the restoration of more than 100 municipalities, and nearly €15 billion in guaranteed funding for regional and municipal authorities.

Tsipras Opens a New Political Front Through Local Government Reform

Seeking to broaden his political agenda beyond national politics, ELAS President Alexis Tsipras unveiled an ambitious reform package for local government during a party event at the Serafeio Cultural Center in Athens.

Presenting the “Aristotle Plan,” Tsipras described it as “the first act of the great transformation we call the New Metapolitefsi,” arguing that Greece needs a fundamentally new administrative architecture based on decentralization, democratic participation and regional development.

According to Tsipras, every region would sign its own development contract with the central government, featuring measurable targets, clearly defined projects, implementation timetables and transparent evaluation mechanisms.

A Challenge to the ‘Kallikratis’ Reform

One of the proposal’s most significant elements is a revision of Greece’s Kallikratis administrative reform, which merged hundreds of municipalities during the financial crisis.

Tsipras argued that the forced mergers created oversized municipalities that weakened local democracy and increased the distance between citizens and their elected officials.

More than 100 municipalities, he said, “can and should regain their autonomy.”

He also highlighted Greece’s administrative imbalance compared to the rest of Europe.

While the European Union has approximately 90,000 municipalities with an average population of around 5,600 residents, Greece operates with only 332 municipalities, each serving more than 30,000 residents on average.

According to Tsipras, this concentration has undermined the principle of proximity between local authorities and citizens.

The Four Pillars of the “Aristotle Plan”

The proposal rests on four institutional guarantees designed to reshape local governance.

1. Geographic Equality

The plan proposes establishing a National Observatory for Geographic Equality to monitor and reduce regional disparities across the country.

2. Financially Autonomous Local Government

Municipalities and regions would receive constitutionally secured funding through:

• permanent Central Autonomous Resources linked to GDP,
• access to European Union funding,
• utilization of idle public reserves,
• revenue generated from local economic activity.

3. Democracy Closer to Citizens

The proposal introduces:

• direct election of mayors and regional governors with an absolute majority,
• runoff elections when necessary,
• local referendums,
• participatory governance mechanisms that allow greater citizen involvement.

4. Digital, Transparent and Efficient Administration

The reform also aims to modernize local government through full digitalization, greater transparency and streamlined public services.

A €15 Billion Investment Package for Local Authorities

The financial component represents one of the most ambitious aspects of the proposal.

Tsipras outlined four primary funding mechanisms:

• allocating the entire Climate Resilience Fee to municipalities,
• directing 6% of Green Fund reserves to local authorities,
• earmarking 40% of Greece’s new national development envelope for local government,
• creating a new “Filodimos” investment program worth €3.5 billion per municipal term, supported through financing from the European Investment Bank.

According to Tsipras, these measures would provide nearly €15 billion in guaranteed resources to municipalities and regional governments during a single local government term.

A Political Vision Beyond Local Government

Beyond its administrative content, the proposal carries a broader political message.

By linking the reform to the concept of a “New Metapolitefsi”—a reference to Greece’s post-1974 democratic era—Tsipras seeks to position decentralization as a cornerstone of a wider institutional transformation.

The proposal argues for shifting political and financial power away from central government and toward local communities, presenting stronger local governance as both a democratic and developmental necessity.

The “Aristotle Plan” is more than a local government reform proposal—it represents Alexis Tsipras’ attempt to redefine his political platform around institutional renewal and democratic decentralization.

By combining constitutional guarantees, fiscal decentralization, municipal restructuring and participatory governance, the initiative aims to present ELAS as offering a comprehensive alternative model of state organization.

Whether the proposal gains political momentum will depend not only on its institutional vision but also on the credibility of its financing model and its feasibility within Greece’s fiscal framework.
