Mitsotakis in Paris: From “Coalition of the Willing” Greek Rafales–At Heart of Europe’s Security Architecture
Athens at the Center of Europe’s New Security Architecture
Prime Minister Kyriakos Mitsotakis’ visit to Paris is far more than another high-level diplomatic engagement. Greece’s participation in the Coalition of the Willing reflects Athens’ ambition to play an active role in shaping Europe’s emerging security architecture at a time when Russia’s war against Ukraine has fundamentally transformed the continent’s strategic landscape.
French President Emmanuel Macron’s initiative, bringing together more than 25 heads of state and government alongside Ukrainian President Volodymyr Zelenskyy, aims to inject fresh momentum into European defence cooperation while advancing discussions on the long-term security guarantees that could underpin a future peace settlement.
Greece participates not only as a member of both the European Union and NATO, but also as a country that has significantly increased defence investment and positioned itself as a contributor to Europe’s defence industrial base.
Lessons from Ukraine Are Reshaping Greek Defence Strategy
The war in Ukraine has fundamentally altered conventional military thinking. Low-cost drones, electronic warfare capabilities and precision strike systems have demonstrated that technological innovation can offset conventional military superiority.
Athens has already begun incorporating many of these lessons into its own defence planning.
The establishment of domestic unmanned aerial vehicle (UAV) production facilities, investments in Greece’s defence industry and the development of a multi-layered integrated air and missile defence shield represent key pillars of the country’s evolving military strategy.
The project is understood to be approaching its final political approval stage and is expected to receive the green light from the Government Council for Foreign Affairs and Defence (KYSEA), further strengthening Greece’s deterrence posture.
Greek Rafales Deliver a Strategic Message to Europe
The participation of Hellenic Air Force Rafale F3R fighters from the 332 Squadron in France’s Bastille Day celebrations carries considerable symbolic and strategic significance.
Just as French Rafales flew over Athens during Greece’s Independence Day celebrations on 25 March, Greek Rafales will now fly over Paris in a highly visible demonstration of the strategic partnership between the two countries.
Beyond symbolism, their participation underlines the status of the Hellenic Air Force as one of Europe’s most capable air forces.
Armed with Meteor beyond-visual-range air-to-air missiles, Greece’s Rafale fleet currently provides a significant qualitative advantage in the Eastern Mediterranean and remains one of the country’s most important strategic deterrence assets.
Athens and Paris Deepen Their Defence Partnership
The recent renewal of the Franco-Greek Strategic Partnership Agreement, including its mutual defence clause, confirms that bilateral cooperation now extends well beyond defence procurement.
Today, Greece and France stand among the strongest advocates of European strategic autonomy, investing jointly in interoperability, common defence capabilities and the strengthening of Europe’s defence industrial base.
Prime Minister Mitsotakis’ presence in Paris, Greece’s participation in the Coalition of the Willing, and the overflight of Greek Rafales above the French capital together send a clear geopolitical message: Athens is no longer merely observing Europe’s evolving security environment—it is actively helping shape it.
At a time when defence and security have returned to the forefront of the European agenda, Greece is positioning itself as a credible security provider, a reliable strategic ally and an increasingly influential actor in the emerging European defence architecture.
