Brussels Raises the Stakes: EU Moves to Leverage Turkey Ties in New Cyprus Push

Following talks with Cypriot President Nikos Christodoulides, newly appointed EU Special Representative Raffaele Fitto confirmed Brussels is seeking a more active role in the UN-led Cyprus peace process, while Nicosia sees EU–Turkey relations as a key source of diplomatic leverage.

The EU Signals a Shift from Observer to Political Actor

The European Union has taken a significant step toward deeper involvement in the Cyprus issue, as President Nikos Christodoulides met Raffaele Fitto, the newly appointed EU Special Representative for Cyprus, during his first official visit to the island since assuming the role.

The meeting comes shortly after the visit of UN Secretary-General António Guterres to Cyprus, underscoring growing international momentum to revive negotiations aimed at resolving one of Europe’s longest-running frozen conflicts.

Fitto: Europe Wants a Seat at the Negotiating Table

Speaking after the meeting, Fitto described his appointment as a clear political message from the European Union, emphasizing that Brussels intends to play a meaningful role alongside the United Nations.

“The European Union is sending a very clear message that it wants to participate with a significant role in the UN process on Cyprus.”

He stressed that his immediate priority is to consult all stakeholders before returning to Cyprus in the coming months for a new round of diplomatic engagements.

“I believe there is an opportunity to achieve very important results in the coming months.”

Nicosia Sees EU–Turkey Relations as Strategic Leverage

Cypriot Foreign Minister Constantinos Kombos described the discussions as “very important and constructive,” reaffirming the Republic of Cyprus’ long-standing position that the European Union should become a central political actor in efforts to restart negotiations.

More importantly, he argued that EU–Turkey relations could become a strategic instrument for encouraging progress on the Cyprus issue.

“Our position from the outset has been that the European Union has an important role to play in advancing the Cyprus issue. EU–Turkey relations can serve as leverage with Turkey.”

According to Kombos, discussions focused on both the Special Representative’s immediate diplomatic priorities and the broader roadmap for future contacts with all parties involved.

Turkey Becomes the Next Diplomatic Test

Kombos confirmed that Fitto is already preparing the next phase of his regional contacts, including potential engagement with Turkey.

The Cypriot government believes that Fitto’s dual capacity as Vice-President of the European Commission gives him additional political influence at a time when Ankara is seeking closer ties with Brussels through discussions on customs union modernization, visa liberalization, and broader EU cooperation.

The appointment of an EU Special Representative for Cyprus marks one of Brussels’ most significant institutional moves on the Cyprus question in years. It reflects an emerging European strategy built around two complementary pillars:

• Supporting the UN-led negotiation framework with stronger EU political involvement.
• Linking progress in EU–Turkey relations to constructive engagement on the Cyprus settlement process.

For Nicosia, this approach broadens the diplomatic framework beyond the United Nations by introducing additional political incentives and pressure through the European Union.

However, despite renewed European engagement, officials acknowledge that the decisive variable remains Turkey’s political willingness to move forward. The EU can strengthen diplomacy, facilitate dialogue, and shape incentives, but a breakthrough will ultimately depend on Ankara’s strategic calculations and the readiness of all parties to return to substantive negotiations.

The coming months are therefore expected to test whether the European Union’s enhanced political role can translate into tangible momentum for the first meaningful progress on the Cyprus issue in several years.
