The Palestinian president wants Christodoulides to leverage Nicosia’s relations with Israel — highlighting Cyprus’s diplomatic potential, drawing Turkish Cypriot criticism and bringing its humanitarian contribution into focus.

“You also maintain, rightly so, excellent relations with Israel.”

Mahmoud Abbas’s assessment captures the central message of his visit to Nicosia: the Republic of Cyprus’s close relationship with Israel could help support renewed peace efforts.

The Palestinian president asked Nikos Christodoulides to use that opportunity, recognising Cyprus’s access to both sides. Their October 29 meeting highlighted a dimension of Cypriot diplomacy often overshadowed by its strategic cooperation with Israel: its longstanding ties with Ramallah.

The request does not establish that negotiations have begun or that an agreed mediation mission exists. It is, however, a public invitation for Cyprus to take a more active role.

Relations With Israel Become a Diplomatic Asset

Abbas’s remarks are significant because closer Cypriot–Israeli relations have generated political criticism, including objections from AKEL over defence cooperation.

The Palestinian president adopted a different approach. He recognised that Nicosia’s relationship with Israel could serve efforts toward a political settlement.

Addressing Christodoulides, he said Cyprus could “play a role in mediating” between the Palestinian and Israeli sides.

That recognition strengthens the Cypriot government’s argument that maintaining relationships with different regional actors creates opportunities for constructive engagement.

Their practical value will depend on the parties’ willingness to talk and whether a concrete political agenda can emerge.

Israel’s Government-Formation Deadlock Shapes the Timetable

Abbas’s invitation comes while Israel’s next government remains undetermined following its election.

That creates an immediate constraint: the Palestinian leadership is seeking an interlocutor, but the composition and direction of the next Israeli administration remain unclear.

According to Cypriot reporting, Abbas expressed readiness to discuss peace once a government is formed.

For Nicosia, the initial opportunity therefore concerns preparing contacts, conveying messages and exploring intentions. Substantive mediation would require acceptance from both sides.

Criticism From the Turkish Cypriot Leadership

The visit prompted displeasure among Turkish Cypriot officials.

According to DW, the Turkish Cypriot administration criticised Abbas for overlooking Turkish Cypriots and reiterated its position advocating two separate states on the island.

Turkish and Turkish Cypriot media also portrayed the visit as ingratitude toward Turkey, citing Ankara’s support for Palestinians.

The reaction exposes a broader difference in approach. Ramallah maintains its own relationship with the Republic of Cyprus and seeks to use it for specific diplomatic purposes.

Turkish support for Palestinians does not mean the Palestinian leadership will align with every Turkish objective in the Eastern Mediterranean.

October 29 and the Limits of Interpretation

The meeting took place on Turkey’s national day, a coincidence to which DW’s reporting attaches symbolic significance.

The date invites political interpretation. Neither president’s public remarks, however, confirm that it was chosen to send a message to Ankara.

The established diplomatic development is significant in itself: Abbas visited Nicosia, requested Cypriot assistance and positively assessed its relationship with Israel.

Meanwhile, Turkey’s relationship with Hamas and the Palestinian Authority’s association with Fatah underline that Palestinian politics does not constitute a single sphere of influence.

Cypriot–Palestinian cooperation nevertheless has historical and practical substance extending beyond competition with Turkey.

The Humanitarian Presence Behind the Diplomacy

Abbas thanked Cyprus for its humanitarian and political support.

The Amalthea initiative, activated in March 2024, is a central element of that relationship. According to figures from Cyprus’s Foreign Ministry and CyprusAid cited by DW, more than 37,000 tonnes of humanitarian assistance have been dispatched through the initiative for Gaza’s civilian population.

The same reporting describes a recent 900-tonne shipment containing specialist medical equipment, including incubators, surgical equipment, ultrasound systems and hospital beds.

According to DW’s sources, cooperation also includes support for projects in Gaza and the West Bank, alongside training for Palestinian police officers at the CYCLOPS centre in Larnaca.

These activities give the political relationship a practical foundation. Nicosia has a presence that the Palestinian leadership acknowledges and wants to develop further.

The European Dimension

Christodoulides reaffirmed Cyprus’s support for a two-state solution within the agreed framework of UN resolutions.

The Republic of Cyprus recognised Palestine in 1988, demonstrating that the relationship extends well beyond the present diplomatic circumstances.

As an EU member in the Eastern Mediterranean, Cyprus can convey regional concerns to European institutions and help maintain communication with neighbouring countries. That position creates opportunities; it does not automatically confer a European negotiating mandate.

Abbas’s public request marks an opening. Christodoulides responded by signalling his country’s readiness:

“The Republic of Cyprus is ready to play any role you believe we can play.”
